Across Texas, homeowners are facing rising insurance premiums and ever-increasing deductibles that make it harder to recover after disaster strikes. Too many families discover—only after the unthinkable happens—that although they have paid their homeowner’s insurance premiums, the deductible cost to unlock their coverage is too expensive for them to pay on their own, leaving their home in unsafe or unfinished conditions. The Rebuild Hope Texas Foundation wants to ensure families have the support they need to truly recover by covering up to 75% of homeowners’ deductibles. We want to help Texans restore and rebuild their homes and lives by becoming the financial bridge between families and veterans’ homeowner’s insurance coverage and the home repairs that they so desperately need.

Angel Bradford, Founder, Chair, & CEO

Angel Bradford is the founder and CEO of Rebuild Hope Texas Foundation, a faith-based nonprofit dedicated to helping families and veterans recover after disaster. With over 20 years of leadership experience across education, construction, and service industries, Angel combines business acumen with a heart for service—building systems, teams, and strategies that turn compassion into sustainable impact.

Before founding the organization, Angel served as Director of Administrative Operations for multiple SERVPRO franchises and Trinity Reconstruction, overseeing HR, training, accounting, and compliance for seven business units. She pioneered their construction department from the ground up, established operational frameworks, and led partnerships with national insurance administrators such as Sedgwick. Her background also includes serving as Chief Administrative Officer of Bradford Construction, Inc., where she managed financial operations, client relations, and real estate development projects.

Through these experiences, Angel witnessed firsthand the emotional and financial toll disasters take on families—especially when rising deductibles and insurance gaps make recovery feel out of reach. Her vision for Rebuild Hope Texas Foundation was born from that perspective and a deep conviction that no family should have to choose between financial hardship and a safe home.

Guided by the words of Isaiah 58:12, Angel is committed to rebuilding more than structures—she’s rebuilding hope, stability, and community. Her leadership reflects both operational excellence and unwavering faith that, through action and compassion, lives can be restored.

Stephanie Chenault, Board Secretary

Stephanie Chenault is a seasoned C-suite executive and defense technologist with over two decades of experience driving modernization and innovation across defense, federal, and commercial sectors. As former CTO of Corvus and COO of Venio, she has led complex technology initiatives, managed multimillion-dollar portfolios, and delivered enterprise capabilities at scale. A retired GS-15, she helped shape national security infrastructure from inside the Pentagon and across global operations, advising senior leaders in Congress, the DoD CIO, and OSD R&E on emerging technologies and enterprise reform.

Her career spans artificial intelligence, cyber strategy, autonomous systems, blockchain architectures, and tactical 5G—each effort aimed at accelerating mission outcomes and strengthening national resilience. Stephanie developed and deployed intelligence systems in Iraq and Afghanistan, earning a Congressional award for her wartime service.

What sets Stephanie apart is her heart for service. Having worked alongside military families and witnessed the challenges faced by service members returning home, she brings to Rebuild Hope Texas Foundation a deeply personal understanding of what it means to rebuild after hardship. Guided by faith and driven by purpose, she is committed to ensuring that veterans and families find hope, stability, and restoration when disaster strikes.

Patty McCoy, Board Treasurer

Originally from New Jersey, Patty moved to Houston in 1980 and began working with the accounting firm C. Paul Shubert, PC in 1986 as a bookkeeper. Nearly four decades later, she continues to serve the firm, its clients, and the community with dedication and integrity.

Encouraged by her mentor, she returned to college while balancing life as a wife, mother, and full-time employee. After eight years of perseverance, she became the first person in her family to graduate from college, earning a Bachelor’s Degree in Business Management from LeTourneau University. She received her Enrolled Agent certification from the IRS in 1996 and became a Texas Certified Public Accountant in 1997.

Faith, family, and service shape Patty’s life. She finds joy in her two sons and six grandchildren and remains active in church, health and wellness, and community outreach—especially efforts supporting families in times of hardship.

As a member of the Rebuild Hope Texas Foundation board, she brings deep financial expertise and a servant’s heart. She is honored to help ensure strong stewardship, transparency, and compassion as the foundation supports veterans, seniors, and families who need a bridge of hope when disaster strikes.

Chuck Brown, Founding Board Member

Chuck Brown is a founding board member of the Rebuild Hope Texas Foundation and a respected business leader with more than 40 years of experience at Enterprise Rent-A-Car. As Group Property Development & Facilities Manager for EAN Holdings, LLC in Southeast Texas, Chuck has led all aspects of real estate acquisition, site design, construction, and facility management. His expertise in property development and team leadership has shaped hundreds of projects and strengthened Enterprise’s presence across the region.

More than just a business professional, Chuck has been a close friend and colleague of the foundation’s founder for over 20 years. He brings both personal commitment and professional insight to the mission of restoring hope to veterans and families impacted by disaster. A man of faith, Chuck is deeply guided by Isaiah 58:12, and his heart for service and belief in rebuilding lives as well as structures make him a vital leader in advancing the foundation’s work.

Andy Beumel, Founding Board Member

Andy Beumel brings decades of leadership experience in the restoration and insurance claims industry to the Rebuild Hope Texas Foundation board. He currently serves as a Regional Field Services Manager at Sedgwick Repair Solutions, where he oversees operations and helps families and businesses navigate the complex process of recovery after disaster strikes.

Prior to joining Sedgwick, Andy owned and operated First Priority Restoration, Inc., a multimillion-dollar fire and water damage restoration company. In this role, he developed and implemented the company’s vision and business plan, led staff management, and drove business development, sales, and marketing efforts. His expertise spans both mitigation and reconstruction, with hands-on experience in estimating, project management, and working closely with insurance carriers to ensure families received the support they needed.

Andy’s career reflects not only technical and business excellence, but also a genuine dedication to helping people rebuild their lives after loss. His passion for serving communities in crisis and his deep understanding of disaster recovery make him a vital contributor to the mission of Rebuild Hope Texas Foundation.

Frank Bradford, Founding Board Member

Frank Bradford is a U.S. Air Force veteran and seasoned construction executive with more than 25 years of experience leading residential, commercial, and real estate development projects. As Regional Director of Reconstruction at Trinity Reconstruction, he helps families and businesses restore their lives after disasters.

Frank’s career reflects both professional excellence and personal commitment to service. As the founder of Bradford Construction, Inc., he delivered hundreds of custom home and remodeling projects, with a strong focus on quality, safety, and supporting families through the building process. His deep expertise in restoration and insurance has made him a trusted leader in navigating complex recovery efforts.

A veteran himself, Frank brings a unique perspective to Rebuild Hope Texas Foundation. He is passionate about supporting fellow veterans and families impacted by disasters, combining his technical knowledge with a genuine desire to serve. His dedication to mentoring teams and strengthening communities aligns closely with the foundation’s mission to provide hope and practical help when it is needed most.
